Inspired Leadership for Uncertain Times

Weeks before the 1972 DNC (Democratic National Convention) began, John Konstanturos, consultant, (Hired by the U.S. Attorney Generals Office), made a prophetic observation: ‘ There is now a need for establishing the vital link between intelligence and operations.’  (This advice was not implemented by local officials until the RNC, where it proved to be an essential component in effectively dealing with the massive protests and sporadic violence perpetrated by the demonstrators)  “Based upon the idea of consultant John Konstanturos, the plans for creation of a scout unit were quickly made and implemented...the scout unit was intended to supply current information direct from the streets of [Miami/Miami Beach] to the intelligence center.  In turn, this was to serve as the primary basis of material intelligence for field commanders.  Without bipartite leadership in the intelligence operation, it is unlikely that the planned reaction to overcome the lack of tactical intelligence could have been implemented as quickly and effectively as it was.

Note: In the early days of the Democratic and Republican National Conventions in 1972, John met separately with U.S. Attorney, General Richard Kleindienst and Florida Governor, Reuben Askew. Their message was clear. They did not want a repeat of the 1968 Democratic Convention - they did not want to use the National Guard or Military and wanted to take every step necessary to prevent another riot. Although Police and security resources from throughout all Florida were mobilized, there was insufficient manpower to deliver on those promises. The final result - Neither National Guard nor military were called in and despite a few skirmishes, which were quickly put down, there were no riot.
